Preparation of absentee ballot envelopes, when, by whom.
115.300. In each jurisdiction, the election authority may start, notearlier than the fifth day prior to the election, the preparation ofabsentee ballots for tabulation on the election day. The electionauthority shall give notice to the county chairman of each major politicalparty forty-eight hours prior to beginning preparation of absentee ballotenvelopes. Absentee ballot preparation shall be completed by teams ofelection authority employees or teams of election judges, with each teamconsisting of one member from each major political party. Absentee ballotsshall not be counted by the same persons as those who removed such ballotsfrom their envelopes.
