Powers of authority exercised by board--quorum requirements,meetings, officers, expenses, removal.
99.927. 1. The powers of the authority created pursuant to section99.921 shall be exercised by its board of commissioners. A majority of thecommissioners shall constitute a quorum of such board for the purpose ofconducting business and exercising the powers of the authority and for allother purposes. Action may be taken by the board upon a vote of a majorityof the commissioners present in person or by teleconference, unless in anycase the bylaws of the authority shall require a larger number. Meetingsof the board of the authority may be held anywhere within the municipality.
2. The commissioners of the authority annually shall elect a chairand vice chair from among the commissioners; however, the first chair shallbe designated by the mayor for a term of one year. The mayor or chiefexecutive officer of the municipality shall serve as the co-chair of theauthority. The authority may employ an executive director, technicalexperts, and such other officers, agents, and employees, permanent andtemporary, as it may require, and shall determine their qualifications,duties, and compensation. For such legal services as it may require, anauthority may call upon the chief law officer of the municipality or mayemploy its own counsel and legal staff.
3. A commissioner of an authority shall receive no compensation forhis or her services, but may receive the necessary expenses, includingtraveling expenses, incurred in the discharge of his or her duties. Eachcommissioner shall hold office until a successor has been appointed.
4. For inefficiency or neglect of duty or misconduct in office, acommissioner of an authority may be removed by the mayor or chief executiveofficer of the municipality.
