Board of commissioners to govern authority, exceptions--appointmentof commissioners, terms, vacancies.
99.924. Each authority created pursuant to section 99.921, except acountywide downtown economic stimulus authority created pursuant tosubdivision (3) of section 99.921, shall be governed by a board ofcommissioners. The number of commissioners serving on the board of eachauthority shall be no less than five and no more than fourteen, whichnumber shall be established by ordinance of the municipality of which oneshall be a member of any local community development corporation, if oneexists in the municipality, and one shall be an African American businessowner in the municipality, if one exists. One of the initial commissionersappointed pursuant to this subsection shall be appointed by the schooldistrict or districts located within the development area for a term ofthree years. The other initial commissioners appointed pursuant to thissubsection shall serve staggered terms of one, two, and three years asdetermined by the mayor or chief executive officer of the municipality atthe time of their appointment. Thereafter, successor commissioners shallbe appointed by the mayor or chief executive officer of the municipality orthe school district or districts making the initial appointments for a termof three years. All vacancies shall be filled by appointment of the mayoror chief executive officer of the municipality, or the school district ordistricts, for the unexpired term. In addition to the commissionersappointed in accordance with this subsection, a nonvoting advisor shall beappointed by the other taxing districts located within the developmentarea.
