Applicants, priority for selection.
99.891. The urban homesteading agency shall select fromamong applicants for urban homestead program property thoseapplicants who in the determination of the agency can acquire thenecessary financial and technical resources to rehabilitate orconstruct, own and manage urban homestead program property. Suchproperty shall be offered to such qualified applicants inaccordance with the following priorities:
(1) Persons displaced by governmental activities declaringin writing their intent to occupy the property for a period ofnot less than two years;
(2) Low- and moderate-income families declaring in writingtheir intent to occupy the property for a period of not less thantwo years;
(3) Families or persons providing the highest bid for theproperty;
(4) Level of consideration bid for the property by suchpersons or families;
(5) Municipal housing authority formed pursuant to thischapter;
(6) Any other qualified applicant, provided the urbanhomesteading agency has certified that no qualified urbanhomesteaders of higher priority have applied.
