99.370. 1. If a regional authority is created as hereinprovided, one person shall be appointed as a commissioner of suchauthority for each community for which such authority is created.
2. When the area of operation of a regional authority isincreased to include an additional community or communities asherein provided, one additional person shall be appointed as acommissioner of such authority for each such additionalcommunity.
3. Each such commissioner appointed for a municipality shallbe appointed by the mayor thereof, and each such commissionerappointed for a county shall be appointed by the governing bodythereof. The first appointment of commissioners of a regionalauthority may be made at or after the time of the adoption of theresolution declaring the need for such authority or declaring theneed for the inclusion of such community in the area of operationof such authority. The commissioners of a regional authority andtheir successors shall be appointed as aforesaid for terms offour years except that all vacancies shall be filled for theunexpired terms.
4. If the area of operation of a regional authority consistsat any time of an even number of communities, the commissionersof the regional authority already appointed in the mannerdescribed above shall appoint one additional commissioner whoseterm of office shall be as provided for a commissioner of aregional authority except that such term shall end at any earliertime that the area of operation of the regional authority shallbe changed to consist of an odd number of communities. Thecommissioners of such authority already appointed in the mannerdescribed above shall likewise appoint each person to succeedsuch additional commissioner; provided that the term of office ofsuch person begins during the terms of office of thecommissioners appointing him.
5. A certificate of the appointment of any such additionalcommissioners of such regional authority shall be filed with theother records of the regional authority and shall be conclusiveevidence of the due and proper appointment of such additionalcommissioner.
