State auditor to pass upon validity of bonds.
99.170. An authority may submit to the state auditor anybonds to be issued hereunder after all proceedings for theissuance of such bonds have been taken. Upon the submission ofsuch proceedings to the state auditor, it shall be his duty toexamine into and pass upon the validity of such bonds and theregularity of all proceedings in connection therewith. If suchproceedings conform to the provisions of sections 99.010 to99.230 and are otherwise regular in form and if such bonds whendelivered and paid for will constitute binding and legalobligations of the authority enforceable according to the termsthereof, the state auditor shall certify in substance upon theback of each of said bonds that it is issued in accordance withthe constitution and laws of the state of Missouri.
