95.470. The mayor and the two houses of legislation of anycity having more than one hundred thousand inhabitants, for thepurpose of paying any sums of money which it may now or hereafterbe required to pay by the judgment or decree of any court, mayissue coupon bonds of the city, payable in such lawful money ofthe United States as they may provide, which shall run for aperiod not exceeding twenty years, may carry interest payableannually or semiannually, at a rate not exceeding six percent perannum, shall be signed by the mayor, countersigned by thecomptroller, attested by the clerk or register, and shall bearthe seal of the city.
