91.030. Any city, town or village in this state, having authority tomaintain and operate an electric light and power plant, may procureelectric current and ancillary services for that purpose from any othercity, owning and operating such plant, or other lawful supplier and to thatend may enter into a contract therefor with such city or other supplierhaving such plant for such period and upon such terms as may be agreed bythe contracting parties solely on the approval by the governing board orcouncil of such municipality owned or operated electric power system or byits duly authorized representative without further regulatory or publicapproval, notwithstanding any provisions of law to the contrary.
