Sidewalk districts (cities, 30,000 or less).
88.887. 1. The city council of any city coming within thepurview of sections 88.863 to 88.913 may, when deemed necessaryor expedient, divide said city or any portion thereof intosidewalk districts, by ordinance, and may adopt plans andspecifications for the building of all sidewalks within saiddistrict or districts, and may advertise for bids and award acontract to the lowest and best responsible bidder for thebuilding and construction of all sidewalks which may be orderedbuilt by the city council within said district for the nextensuing year. Said advertisement for bids shall be published inat least one issue of a weekly newspaper or at least twoconsecutive issues of a daily newspaper published in said city,or if there be no newspaper published in said city, may bepublished in any newspaper within such county in which said cityis located.
2. And before the bids are opened or any contract let, thecity engineer, or other proper person designated by the citycouncil, by ordinance, shall prepare and submit to the citycouncil an estimate of the cost of said sidewalk, includingapproaches, grading and parking, material, etc., which estimateshall be the price per cubic yard or square yard, as the case maybe, for the finished improvement; and no contract shall be letfor a price in excess of said estimate. And the cost of allsidewalks, approaches, parking or other improvement hereincontemplated shall be, on their completion, levied as a specialassessment against the lot, tract or parcel of ground along andin front of which said improvement is made, as provided insection 88.890.
