General sewer system (cities, 10,000 to 30,000).
88.801. All cities in this state having a special charterand containing over ten thousand inhabitants and having less thanthirty thousand inhabitants and having special charters shallhave power to cause a general sewer system to be established,which shall be composed of four classes of sewers, to wit:Public, district, joint district, and private sewers. Publicsewers shall be established, along the principal courses ofdrainage, at such time, to such extent, of such dimensions, andunder such regulations as may be provided by ordinance. Thesemay be extensions or branches of sewers already constructed orentirely new throughout, as may be deemed expedient. The citymay levy a tax on all property made taxable for state purposesover the whole city to pay for the constructing, reconstructingand repairing of such work, which tax shall be called "specialpublic sewer tax" and shall be of such amount as may be requiredfor the sewer provided by ordinance to be built; and the fundarising from said tax shall be appropriated solely to theconstructing, reconstructing and repairing of said sewer.
