Sprinkling or oiling of streets--tax bill--limitation on cost.
80.160. The special tax bill issued under the provisions ofsections 80.130 to 80.160 shall be and become a lien on theproperty charged therewith from and after the commencing ofsprinkling, oiling or treating of such streets, avenues, alleysand such public places coming under the provisions of saidordinance provided therefor and shall be prima facie evidence ofliability of the property charged therewith to the expense andthe amount therein specified and may be collected on and from theowner of the land, in the name of and by the town or village inany court of competent jurisdiction with interest at the rate ofeight percent per annum and such special tax bills shall beissued and collected in the manner provided by ordinance;provided, that in no case shall the cost of such sprinkling,oiling or treating exceed fifteen cents per front foot per annumon any residence property, nor thirty cents per annum per frontfoot on any business property abutting upon any street, avenue,alley or public place.
