Trustees--sprinkling and oiling of streets.
80.130. Whenever the board of trustees of any town orvillage organized under the laws of the state of Missouri as suchtown or village shall, by resolution, declare that a necessityexists for the sprinkling, oiling or otherwise treating of anyparticular street, avenue, alley or streets, avenues, alleys andsuch public places within such town or village and wheneverthereafter two-thirds of the resident taxpayers owning propertyadjoining and abutting on said street, or streets, avenues,alleys and such public places shall file with the board oftrustees of such town or village a petition requesting that saidstreet or streets, avenues, alleys and such public places sodesignated and set aside by resolution be sprinkled, oiled orotherwise treated, the board of trustees shall have power byordinance to cause such sprinkling, oiling or treating to be doneand the cost thereof to be provided for and defrayed by a specialtax to be assessed in favor of town or village on the adjoiningproperty fronting or bordering on the streets, avenues, alleys,and such public places, where such sprinkling, oiling or treatingis proposed to be done in the proportion that the linear feet ofeach lot fronting or bordering on the street, avenue, alley andpublic place so to be sprinkled, oiled or treated bears to thetotal cost of such sprinkling, oiling or treating.
