79.550. Any fourth class city with a population of atleast one thousand which is located within a first class countywith a charter form of government adjoining a city not within acounty and which has had, during four years prior to June 24,1988, at least fifteen percent of the lands within the citylimits of such city purchased under a federal noise abatementprogram designed to purchase residential property due to thehigh level of noise from a nearby airport, any municipalitywhich adjoins a city not within a county and which contains anenterprise zone, and any municipality which has a population ofless than seven thousand inhabitants which adjoins a city notwithin a county and also adjoins either a municipalitycontaining an enterprise zone or a municipality which adjoins amunicipality containing an enterprise zone may, upon the motionof the governing body of such municipality, establish amunicipal redevelopment authority pursuant to sections 79.550 to79.565.
