Governing body to determine expenditures.
71.798. The governing body of the city creating the district shallhave sole discretion as to how the revenue derived from any tax to beimposed herein, or any revenue derived from disposition of assets of thedistrict, shall be used within the scope of the above purposes. Thegoverning body of the city shall appoint an advisory board or commission tomake recommendations as to its use. The governing body of the citycreating the district shall not decrease the level of publicly fundedservices in the district existing prior to creation of the district ortransfer the financial burden of providing the services to the districtunless the services at the same time are decreased throughout the city, norshall the governing body discriminate in the provision of the publiclyfunded services between areas included in such a district and areas not soincluded.
