Allocation of positions to appropriate classes, delegation ofallocation authority--right of employees to be heard.
36.110. After consultation with appointing authorities, the directorshall allocate each position in the classified service to the appropriateclass therein on the basis of its duties, authority and responsibilities.The director may delegate allocation authority to the appointingauthorities for positions in classes in their divisions of service withinstandards and limits which have been developed in consultation with andagreed to by the appointing authorities. Any employee affected by theallocation of a position to a class, whether by the director or by theappointing authority, shall, after filing with the director a writtenstatement setting forth reasons for requesting a consideration thereof, begiven a reasonable opportunity to be heard thereon by the director.
