Commissioner to purchase all state printing--exceptions.
34.170. The commissioner of administration shall purchase all publicprinting and binding of the state, including that of all executive andadministrative departments, bureaus, commissions, institutions andagencies, and the supreme court. All state officers shall order all oftheir printing and binding through the commissioner of administration,except as otherwise provided by this section. The commissioner ofadministration may authorize any state agency or department and any penal,eleemosynary or educational institution to procure or produce all or anypart of its own printing and binding. Notwithstanding any other provisionof law to the contrary, the commissioner of administration may establishand operate one or more printing or copy centers to produce printing forstate agencies.
