Requests for allocation, how made--allocations, vote required.
33.730. 1. Requests by a state department or agency for theallocation and expenditure of money from the fund shall be madeby the administrative head of the department or agency in writingto the governor and to the chairman of the governmental emergencyfund committee who shall transmit the request to the committee.
2. The request shall recite the existence of thecircumstances which are deemed to require the requestedallocation and expenditure from the fund, the amount necessary tomeet the emergency and such other information as the committeemay by rule or regulation require.
3. No allocation or expenditure of money from the fund shallbe made except after authorization by a majority vote of the fullmembership of the governmental emergency fund committee and onlyfor the specific purpose authorized by the committee. Uponapproval of any allocation and expenditure from the fund, thecommittee shall certify to the commissioner of administration theamount and purposes allowed.
