Service concerning bills.
23.040. From the time the general assembly of the stateconvenes until it is adjourned finally, the committee onlegislative research, through its representatives, shall giveconsideration to and service concerning any bill before thegeneral assembly requested by any member of the senate or thehouse of representatives or any committee of the general assemblyhaving the bills before it for consideration. This service shallcontinue after adjournment and during any recess or vacation.Employees of the committee shall not oppose or urge legislationbut, upon request, shall assist members of the general assemblyas to bills, resolutions and measures, draft them in proper formand furnish to members any available information upon matterswhich fall within the scope of the duties of the committee.
