8.705. 1. Blind persons shall be authorized to operatevending facilities on any state property within this state in afair and uniform manner.
2. With respect to vending facilities on state property,priority shall be given to blind persons. As used in sections8.700 to 8.745, "state property" means all real property, orpart thereof, owned, leased, rented, or otherwise controlled oroccupied by any department, agency or body of this state,including roadside rest areas, except the department of mentalhealth, but does not include any of the following:
(1) A building in which less than one hundred stateemployees are, or will be, located during normal working hours;
(2) A building in which less than fifteen thousand squarefeet of interior floor space is to be used for state governmentpurposes or in which services are to be provided to the public;
(3) A building to be occupied by state government employeesfor less than three years.
