Duties of director as to construction, repairs andpurchases--exceptions.
8.310. Any other provision of law to the contrary notwithstanding, nocontracts shall be let for design, repair, renovation or construction withoutapproval of the director of the division of design and construction, and noclaim for design, repair, construction or renovation projects under contractshall be accepted for payment by the commissioner of administration withoutapproval by the director of the division of design and construction; exceptthat the department of conservation, the boards of curators of the stateuniversity and Lincoln University, the several boards of regents of the statecolleges and the boards of trustees of the community colleges may contract forarchitectural and engineering services for the design and supervision of theconstruction, repair, maintenance or improvement of buildings or institutionsand may contract for construction, repair, maintenance or improvement. Thedirector of the division of design and construction shall not be required toreview any claim for payment under any such contract not originally approvedby him. No claim under any contract executed by the department ofconservation or an institution of higher learning, as provided above, shall becertified by the commissioner of administration unless the entity making theclaim shall certify in writing that the payment sought is in accordance withthe contract executed by the entity and that the underlying construction,repair, maintenance or improvement conforms with applicable regulationspromulgated by the director pursuant to section 8.320.
