Section 11 Appointment of commissioner for service of process; manner of service

Section 11. Whoever offers correspondence courses for a tuition charge or profit in the commonwealth shall be deemed to have appointed the commissioner his agent for service of process in any action against him arising out of transactions with residents of the commonwealth. Service of process shall be accomplished by personal service at the office of said commissioner and by sending a copy of the summons and complaint by registered mail to the last known address of the defendant.
