§ 10-1301. Definitions.
(a) In general.- In this subtitle the following words have the meanings indicated.

(b) Executive authority.- As applied to a request to return any person within the purview of this subtitle to or from the District of Columbia, the words "executive authority", "Governor", and "chief magistrate" respectively include the chief judge of the Superior Court of the District of Columbia and other authority.

Chapter 10, Acts of 2001, which enacted the Criminal Procedure Article, also enacted this subsection, which, formerly was the third sentence of former Art. 41, § 2-302.
The reference to the "chief judge of the Superior Court" of the District of Columbia is substituted for the obsolete reference to "a justice of the supreme court" of the District of Columbia. See D.C. Code Ann. § 23-704 (1981 Ed., 1999 Supp.).
The only other changes are in style.
(c) Flee.- "Flee" means to depart:
(1) Voluntarily or involuntarily from the jurisdiction of the court where the proceedings hereinafter mentioned may have been instituted and are still pending, with the effect of avoiding, impeding, or delaying the action of the court in which the proceedings may have been instituted or be pending; or
(2) From the state where one is if one is under detention by law as a person of unsound mind and subject to detention.

The definition is stated in the infinitive form to allow minor verb variations of the defined term without taking these variations out of the scope of the definition.
(d) Flight.- "Flight" means the act of fleeing.

(e) State.- "State" includes a state, territory, district, and insular possession or other possession of the United States.

The former phrase "wherever used in this subtitle" is deleted in light of subsection (a) of this section to the same effect.
