§ 6-102. Classes of teachers' certificates.
 

(a)  Two classes.- Teachers' certificates shall be of two classes: 

(1) First class; and 

(2) Second class. 

(b)  Certificates to be second class when issued.- Each teacher's certificate issued by the State Superintendent shall be second class when issued. 

(c)  County superintendents to classify certificates.- Each county superintendent shall classify the certificate of each teacher employed by the school system of his county at least once every 2 years. 

(d)  Standards for classification.- In determining the class of the certificate of a teacher, the county superintendent shall consider: 

(1) Scholarship; 

(2) Executive ability; 

(3) Personality; and 

(4) Teaching efficiency. 

(e)  Records.- Each county superintendent shall keep a record of the kind, grade, and class of certificate held by each teacher employed by the school system of his county.
