The rate of reimbursement for Medicaid eligibles residing in nine (9) bed psychiatric <br>residential treatment facilities shall not exceed the rate of reimbursement for Medicaid <br>eligibles residing in eighteen (18) bed psychiatric residential treatment facilities.
