The secretary is authorized to create special task forces, technical advisory committees, <br>and other citizens' panels as may be necessary to support the operations of the cabinet. No <br>other officials of the cabinet shall be authorized to create citizens' panels associated with <br>the cabinet, its programs, or suborganizational units, and the secretary shall not delegate <br>this authority.
