The secretary and other state officials with the approval of the secretary may designate <br>alternatives or representatives to serve in their capacity as members of all boards, <br>commissions, councils, institutes, and other similar bodies within or attached to the <br>cabinet. The secretary or the secretary's designee shall be an ex officio member of all <br>boards, committees, councils, institutes, and other similar bodies within or attached to the <br>cabinet.
