When the Public Health Services Advisory Council or the Institute for Aging is assigned <br>responsibility for qualifying the Commonwealth for federal programs with representation <br>and membership formulas that conflict with a particular council's membership, the <br>secretary shall have the authority to create special subcommittees to these citizens' <br>councils that meet federal requirements.
