184.010 Public road districts authorized in counties containing cities of first to fourth classes. Public road districts may be established in counties containing cities of the first, second, <br>third or fourth classes for the purpose of providing the general public and persons <br>residing upon or owning property adjacent to such roads with all-weather roads, <br>appropriate drainage of said roads and sidewalks on either or both sides of said roads with <br>reasonable maintenance during the existence of the road district.
