the purpose of opening any existing ditch or drain, or for digging a new ditch or drain for
the free passage of water for the drainage of public roads. He may enter upon land
adjoining streams to drive piles, throw up embankments, or to perform any other work
necessary to keep the streams within their proper channels, and to prevent their
encroachment upon public roads or abutments of bridges. He may also enter upon the
lands adjoining a public road, which during the time of high water is subject to overflow
from streams to remove or change the position of a fence or other obstructions,
preventing the free flow of water under or through a bridge or culvert whenever it is
necessary for the protection of a public road or bridge. Effective: October 1, 1942
