175.420 Legislative intent. This chapter is intended to supplement KRS 177.390 to 177.570 by providing an <br>additional and alternative method for the provision and financing of turnpikes and <br>appurtenant facilities to the end that such projects may be undertaken in such manner as <br>may best be calculated to expedite relief from hazardous and congested traffic conditions <br>on the highways in the Commonwealth and to provide acceptable avenues of commerce <br>and intercommunication by vehicular traffic among the several sections of the <br>Commonwealth.
