It shall be a public purpose for a city of any class to support postsecondary education <br>through the appropriation of funds for postsecondary educational facilities located or to <br>be located within the city and for postsecondary educational programs offered within the <br>city. Nothing in this section and KRS 165.160, 165.165, 165.180, 165.190, and 165.195 <br>shall create an obligation or liability for the Council on Postsecondary Education.
