(1) The economic future of the Commonwealth and the prosperity of its citizens depend on the ability of Kentucky businesses to compete effectively in the world economy; (2) A well-educated and highly trained workforce provides businesses in the Commonwealth with the competitive edge critical for their success; and (3) Too many adult Kentuckians are not full participants in the labor pool because they lack a high school diploma, its equivalent, or the workplace knowledge necessary to
