The Kentucky Science and Technology Corporation shall administer and manage the <br>Kentucky Science and Engineering Foundation as a means to increase Kentucky's <br>capacity to become a leader state in competitive research by attracting more research <br>funding from all sources to the Commonwealth. The Kentucky Science and Engineering <br>Foundation shall be modeled in part on the National Science Foundation and shall make <br>its own investments in peer-reviewed science and engineering research, to accelerate the <br>rate of research and development funds and work to increase the amount of federal and <br>private sector funds for this work in Kentucky.
