By July 1 of each year preceding the convening of the General Assembly in even-<br>numbered-year regular session, the authority shall provide the projected six (6) year <br>construction and preconstruction program to the Interim Joint Committee on Natural <br>Resources and Environment, the Capital Planning Advisory Board, and the Interim Joint <br>Committee on Appropriations and Revenue.
