All moneys collected under the provisions of KRS 149.610 to 149.680, including such as <br>may be contributed or paid by the federal government or any other public or private <br>agency, organization or individual, shall be placed in the State Treasury to the credit of a <br>revolving, trust or agency fund account for use by the Energy and Environment Cabinet in <br>carrying out the purposes of KRS 149.610 to 149.680.
