104.030 Power of cities to extend flood control systems outside city boundaries -- Acquisition of property. (1) For the purpose of protecting property within and beyond their limits from floods or high water, cities of all classes are authorized to extend a flood control system <br>outside the city boundaries by constructing, enlarging, extending, equipping, <br>maintaining and operating walls or other barriers with necessary appurtenances and <br>equipment beyond the boundaries of the city. (2) For that purpose every city may acquire all necessary and convenient land, rights of way and other property therefor by gift, purchase or condemnation, and cause the <br>walls or barriers and their appurtenances and equipment to be erected, maintained <br>and operated. The city is authorized to accept upon such terms as the governing <br>authority may deem necessary or appropriate any gift, contribution or allotment of <br>money or property by the government of the United States or any of its agencies or <br>by any individual or corporation.
