74.408 Board to determine order in which water, gas or sewage service is to be commenced. The authority of a water district to establish water and gas distribution systems, and <br>sewage treatment and disposal systems, having been recognized and established, it shall <br>be the function of the board of commissioners of the water district to determine when, <br>and in what order, each of these functions shall be commenced, and the operation of one <br>(1) type of system shall not be a prerequisite for the operation of another type of system.
