Any agreement or collusion among lease proposers or prospective lease proposers which <br>restrains, tends to restrain, or is reasonably calculated to restrain competition by <br>agreement to propose a lease with certain terms, or to refrain from proposing a lease with <br>certain terms or otherwise, is prohibited.
