40.020 Legislative intent. This chapter is intended to implement KRS 40.005, ratified by the electorate at the <br>regular elections on November 3, 1959, by providing for payment of a cash bonus to <br>qualified veterans, or to certain persons deriving from them, as quickly and as free from <br>administrative delay and expense as may be consistent with provident stewardship of <br>public moneys of the Commonwealth.
