72-7103a. Voting rights when property transferred; tax liabilityupon transfer.(a) When a transfer of school territory is effective for electionpurposes as provided in K.S.A. 72-7103, electorsresiding in the territory transferred shall be entitled to vote, ifotherwise qualified, in elections of the receiving district and may notvote in elections of the giving district.
(b) For the purpose of determining tax liability for bonds issued orother indebtedness incurred under the provisions of K.S.A. 10-119, theeffective date of the transfer of school territory for bonds issued orother indebtedness incurred shall be the same as the effective date forelection purposes as provided in subsection (a) of this section.Residents of the territory transferred shall be liable for bonds issuedand other indebtedness incurred by the receiving district on such dateor thereafter. Residents of the territory transferred shall not beliable for bonds issued and other indebtedness incurred by the givingdistrict on or after such date.
