      72-5123.   State and federal funds for establishment, maintenance,expansion; rules and regulations; especially needy schools.(a) The state board may, to the extent that funds are availabletherefor, allocate and distribute state and federal funds to any board, forthe purpose of assisting in the establishment, maintenance and expansion offood service programs in schools, giving priority to especially needyschools.

      (b)   The state board may adopt rules and regulations for the allocationand distribution of state and federal funds under this section so long asthe same are not inconsistent with the state plan of child nutritionoperations or with the provisions of this act.

      (c)   The state board may adopt rules and regulations for determiningespecially needy schools.
