72-4428. Financing certain student centers.(a) The board of education of any school district which levies a taxunder authority of K.S.A. 1971 Supp. 72-4420 may use and expend frommoneys from any such tax levy certified to the county clerk in the 1972calendar year, not to exceed an amount equal to the amount produced by aone-fourth (1/4) mill levy for the purpose of contribution to the costof constructing improvements or facilities for a student center on thecampus of any area vocational-technical school the buildings of whichare located in a county having a population of more than seven thousandtwo hundred fifty (7,250) and less than eight thousand (8,000), if suchboard of education has executed an agreement supplemental to anagreement executed under authority of K.S.A. 72-4421, whichsupplemental agreement provides for the contribution so to be made.
(b) The board of education of any school district to whichsubsection (a) of this section applies may make an agreement with anyone or more other such boards of education for the construction ofimprovements or facilities for a student center for such areavocational-technical school. Any such agreement shall be supplemental toan agreement made under authority of K.S.A. 72-4421. Anymoneys received under authority of this section by an areavocational-technical school may be used for the purpose of constructingimprovements or facilities for a student center, or may be used for suchpurposes in conjunction with other funds obtained from the issuance ofrevenue bonds under authority of K.S.A. 76-6a13 et seq., and theuse of any such funds shall not limit, condition or in any way affectthe pledge of net income and revenue for payment of any such revenuebonds.
