71-203. Scholarships; limitationson use of publicfunds.The board of trustees of a community collegeshall not authorize orpermit the expenditure of any public funds, either directly orindirectly, for scholarships for students who reside outside of thecommunity college district. No public funds shall be expended forathletic scholarships. For the purpose of this section, moneys received fromsale of admissions to activities which the community collegesponsors and moneys received from private sector persons ororganizations shall not be deemed to be public funds.Notwithstanding any provision of law to the contrary, a community collegemay use student fees to grant student scholarships if such use is approved bythe board of trustees and acknowledged by student governmentrepresentatives.
