      71-1104.   Establishment; election for approval;determination of result.Whenever an election for approval of the establishment of a communitycollege is held as provided in subsection (d) of K.S.A. 71-1103, andamendments thereto, theresults of such election shall be certified to the state board by theelection officer ofeach county in which there is located any part of the territory of theproposed community college. The state boardshalltabulate and canvass the vote if more than one county is involved, andshallexamine the vote if only one county is involved. After such examinationor canvass the state board shall announce the result of theelectionand if it finds that a majority of those voting at the election voted infavor of the proposition to establish the community college, it shall soannounce and issue an order establishing the same.
