      68-584.   Secondary arterial highways; issuance of bonds to pay costs;election, when.If the board of county commissioners or the governing body of the city determinesthat any of the costs incurred or to be incurred by thecounty or city, as the case may be, in carrying out the provisions ofK.S.A. 68-581, 68-582 and 68-583, and amendments thereto, in relation toany street, road or highway should bepaid by moneys derived from the issuance of general obligation bonds ofthe county or city, the board or governing body, may issue such bonds forsuch purpose or purposes. No bondsshall be issued under this section until thequestion of the issuance of the bonds is submitted to a voteof the electors of the county or city at a regularor special election called for that purpose and a majority of thosevoting on the question shall have voted in favor of the issuance of thebonds. The question submitted may include projects involving one or morestreets, roads and highways. Such election shallbe held and the bonds issued, sold, delivered and retired in accordancewith the provisions of the general bond law, except that no referendumshall be required to issue such bonds in an amount equal to not morethan 1/2% of the assessed tangible valuationof such county or city unless a petition is filed in accordance with thissection. Such petition shall be signed by qualified electorsequal to not less than 2% of the qualified electors of thecounty or city proposing to issue such bonds and shall be filed in theoffice of the clerk of such county or city within 60 days afterpublication of a notice of intent to issue such bonds. Such notice shall state theamount and purpose of the issuance of the bonds and shall be published onceeach week for two consecutive weeks in the official newspaper of the cityor county. The total amount of such bondsoutstanding issued without referendum approval shall not exceed anamount equal to more than 2% of the assessed tangiblevaluation of the county or city. Bonds issued under the provisions ofthis act shall not be subject to or be included in computing limitationsupon bonded indebtedness of counties and cities prescribed under theprovisions of article 3 of chapter 10 of the Kansas Statutes Annotatedand amendments thereto.
