      68-421.   Construction of act.In administering and carrying out the provisions of this act, thesecretary of transportation shall be governed by the highway laws of thestate so far as possible, and for the purpose of administration of this actall Kansas statutes referring to roads not in conflict with the act shallalso apply to state highways.
