      68-2327.   Authority to establish special accounts by secretary of transportation.Subject to the provisions of subsection (b) of K.S.A. 68-2321, thesecretary may create and establish one or more specialaccounts as appropriate to secure bonds issued hereunder, asdetermined by the secretary.
