68-2303. Same; powers of secretary of transportation.The secretary of transportation is hereby authorized and empowered to:(a) Issue highway bonds of the state of Kansas, payable solely fromrevenues accruing to the state freeway fund and pledged to their payment,for the purpose of providing funds for the construction, reconstruction andimprovement of the highway projects in the state, to refund such bonds, andto pay all expenses incidental to the authorization and issuance of saidbonds, including without limitation the acquisition of right-of-way,employment of financial advisors, engineers, attorneys and such otherprofessional services as the secretary deems necessary to carry out theprovisions of this act, all as provided in this act;
(b) Make and enter into all contracts and agreements necessary orincidental to the performance of the secretary's duties and the executionof the secretary's powers under this act, including without limitation allcontracts and agreements necessary to cooperate with the federal highwayadministration of the United States department of transportation, or withother federal agencies, and to do and perform all other acts required toobtain benefits under the terms and provisions of title 23 of the UnitedStates code or any other federal legislation amendatory thereof orsupplementary thereto; and
(c) Do all acts and things necessary or convenient to carry out thepowers expressly granted in this act.
