65-4976. Legislative findings on paintreatment.The legislature finds and declares that pain is asignificant health problem, and that the diagnosis and treatment of pain iscomplex, and can involve several therapeutic modalities. The treatment of painmay require the use of controlled substances in appropriate circumstances. Inorder to promote the public health, safety and welfare, the state has a duty torestrict the inappropriate use of controlled substances while supporting aphysician's or other health care provider's ability to provide appropriate paintreatment consistent with patient needs and sound clinical judgment.
