      65-3308.   Countywide wastewater management plans; rules and regulationsof secretary.The secretary of health and environment shall promulgate rulesand regulations, guidelines, standards and procedures for the developmentof countywide wastewater management plans, and any other rules and regulationsnecessary for effective implementation of this act.
